I. PURPOSE

To establish guidelines for enforcement of noise ordinance violations. 

II. POLICY

The Department will have zero tolerance on noise complaints to reduce violations and to enhance the quality of life within our neighborhoods.

III. PROCEDURE

  1. Upon responding to a complaint location, or upon discovering a noise violation during other patrol activities, if the officer(s) can hear offending noise as defined in Code of Ordinances of the City of Rock Hill, §20-161, et seq., the officer(s) will speak with the owner or person(s) in control of the property or motor vehicle, advise them of the complaint or violation, and issue a summons for Municipal Court. 
  2. If the responding officer(s) cannot locate a source of the noise, the officer(s) will circulate the area to listen for a repeat occurrence. 
  3. If a complainant is available, (s)he may be asked to point out the source of the noise.
  4. The same enforcement policy will apply regarding motor vehicle sound systems and portable radio/stereos.
  5. In the event a complaint of noise violation by a passing vehicle is made and information is provided to a Department member regarding the type of car, license tag, etc., the Chief of Police will write the registered owner of the vehicle a letter describing the complaint and requesting voluntary compliance with the ordinance.
